Raine & Horne Central is a new full-service real estate office at 225 York Street, Subiaco, run by Shelley Starcevich and Terry Menage. When you call, they are always available to assist with your enquiry.

Terry has spent more than thirty years in residential, commercial and industrial property, beginning at LJ Hooker and First National, then Chesterton International, Colliers International and as co-owner of Raine & Horne Commercial WA.

The team's vision is to deliver commercial management discipline to the residential property management sector in Perth's suburbs. That is the standard your investment property is held to: the numbers checked, the maintenance planned, the tenant handled.

Behind the office is the Raine & Horne network, which has been selling Australian property since 1883 and is one of the oldest and largest family-owned real estate businesses in Australia, with over 350 offices and now in the fourth generation of the Raine family. Shelley runs the office as General Manager and is a partner in the business. Her background spans commercial and residential property, strata management and property recruitment, with sales and hospitality before that. She brings every new management and client on board and keeps the office running properly.

Terry has more than thirty years in property. He spent thirteen years at Colliers International as an Associate Director, then twenty as co-owner and Licensee of Raine & Horne Commercial, building it into one of Perth's leading industrial agencies. He set up Raine & Horne Central to bring that experience to residential property.

Having spent twenty years building and developing the highly successful Raine & Horne Commercial business (based in Wembley), Terry saw an opportunity to bring commercial management disciplines to the residential property management sector in Perth.

Commercial property management generally attracts very high standards of management performance, centring around fiscal disciplines, strict maintenance protocols and embedded KPIs to ensure properties are always running at peak performance. Commercial clients demand this, and it is underpinned by strong communication channels and reporting to owners and clients at all times.

Shelley Starcevich

General Manager

Shelley is a driven and outcomes based professional, with an extensive and varied career across multiple disciplines.

Her career has provided her with experience in commercial and residential property, including strata management and property recruitment. She also has substantial experience in sales and hospitality, gained over a number of businesses over her career resume.

From mailroom to boardroom, Shelley's communication skills are impressive and she prides herself on her pleasant demeanour and her ability to go the extra mile to ensure our client's needs are always addressed.

Shelley's role within Raine & Horne Central is as General Manager, where she oversights the functions of the office including assisting of onboarding of all new managements and clients into our business and ensuring all compliance and office functions are carried out efficiently and effectively. She is the hub in the wheel of the business function and her energy and drive are apparent and obvious to everyone that deals with her.

As a partner within the business, she is always available to assist at any level where required.

Terry Menage

Managing Director and Licensee

Terry is a career property professional with over thirty years experience in property.

With a strong commercial background, Terry has spent the last twenty years as Director/Licensee (co-owner) of Raine & Horne Commercial which, between himself and his business partner, built into a considerable, market leading commercial real estate business. This focus involved overseeing and sustaining the organic growth of that business into what is now one of the recognised industrial property agencies within the Perth property market. Terry's resume includes dealings with some of Australia's major institutions including Regent Motors, AAMI, Bunnings, IGA, Centuria, Mrs Macs, United, Coles and Woolworths, to name a few.

Before that, Terry spent thirteen years as an Associate Director within Colliers International, again consolidating and building a reputation as being a strong relationship builder and dealing with complex commercial/industrial sales and leasing outcomes, for local, national and institutional clients over his extensive career.

Having divested his interest in Raine & Horne Commercial last year, Terry has now embarked on commencing and building a new force in the property market in Perth, establishing Raine & Horne Central. This business will focus on residential property management, sales, commercial sales and leasing, business broking and consultancy.

Terry's widely established network and experience allows him to leverage exceptional outcomes and commercial acumen to the residential property market and provide industry leading standards of performance, advice and solutions based results to his clients.
